ETIAS 计划 2026 年最后一个季度启用

欧盟委员会称 ETIAS 计划在 2026 年最后一个季度启用，确切日期另行公布；适用于免签进入申根区与塞浦路斯共 30 个欧洲国家的旅客，授权有效 3 年或到护照到期为止。

中国大陆申请人：中国护照需申根签证，不办 ETIAS；家中持加拿大、美国等免签护照的成员启用后须在出发前申请。

“ETIAS is scheduled to start in the last quarter of 2026. The exact start date of ETIAS will be officially communicated later this year. … It will be valid for 3 years or until your passport expires (whichever comes first). … ETIAS will change the way visa-free nationals travel to the Schengen area and Cyprus – a total of 30 European countries.”

德国取消三年「快速入籍」，统一为至少五年

Germany abolishes 3-year 'turbo' naturalisation

德国联邦议院通过《国籍法》修正案，删除 2024 年引入的居住满三年即可「快速入籍」的通道；今后入籍一般须至少居住五年。2024 年改革把一般入籍居住年限从八年降到五年，并设三年快速通道（须德语 C 1 并保障生计），后者现被取消。

影响谁：在德国申请入籍的外国人

中国大陆申请人：以欧盟蓝卡等身份在德工作、原本计划凭 C1 德语三年入籍的中国人，时间表至少推迟到五年；五年入籍与双重国籍安排仍在。

“Der Bundestag hat am Mittwoch, 8. Oktober 2025 , den Gesetzentwurf der Bundesregierung „zur Änderung des Staatsangehörigkeitsgesetzes “ … verabschiedet, mit dem die 2024 eingeführte Möglichkeit der sogenannten „Turboeinbürgerung“ nach einer Aufenthaltszeit von drei Jahren in Deutschland wieder gestrichen werden soll. … Für die Einbürgerung soll künftig generell eine Voraufenthaltszeit von mindestens fünf Jahren zugrunde gelegt werden. … Danach wurde mit dem Gesetz zur Modernisierung des Staatsangehörigkeitsrechts vom 22. März 2024 unter anderem die für eine Anspruchseinbürgerung erforderliche Voraufenthaltszeit von acht auf fünf Jahre herabgesetzt. Zugleich wurde den Angaben zufolge die Möglichkeit zu einer weitergehenden Voraufenthaltszeitverkürzung auf bis zu drei Jahre statt zuvor bis zu sechs Jahre bei Nachweis besonderer Integrationsleistungen geschaffen, wenn Kenntnisse der deutschen Sprache der Stufe C 1 GER bestehen und der Lebensunterhalt nachhaltig gesichert ist.”

欧盟修订免签暂停机制，投资入籍列为暂停理由

EU revises visa suspension mechanism, adding investor citizenship schemes as a ground

欧洲议会表决通过免签暂停机制改革，涉及 61 个短期（180 天内停留 90 天）免签入申根的国家；新增暂停理由包括存在安全隐患的投资入籍计划（「黄金护照」）、混合威胁、未与欧盟签证政策对齐等。表决结果 518 票赞成、96 票反对。

影响谁：对申根区免签的第三国（含加勒比投资入籍国）护照持有人

中国大陆申请人：加勒比投资入籍护照「免签申根」这一核心卖点从此附带被暂停的风险；中国申请人购买此类护照前应评估免签可能被收回。

“In a vote on Tuesday, MEPs approved a reform of the EU visa suspension mechanism concerning 61 countries whose nationals can currently travel to the Schengen area without a visa for short stays of up to 90 days in any 180-day period … The reform adds new grounds for triggering a suspension, namely: hybrid threats (such as state-sponsored instrumentalisation of migrants); investor citizenship schemes (or "golden passports" ) raising security concerns; a lack of alignment with EU visa policy; violations of the United Nations Charter, international human rights or humanitarian law; and failure to comply with international court decisions. … The legislation, already agreed informally by Parliament and Council negotiators, was approved in plenary by 518 in favour and 96 against, with 24 abstaining.”

Entry/Exit System (EES) progressive start and full operation

欧盟委员会于 2025 年 7 月 30 日确定 2025 年 10 月 12 日为 EES 分阶段启用日，系统于 2026 年 4 月 10 日全面运行，在 29 个欧洲国家以指纹与面部图像替代护照盖章，并记录出入境日期地点与拒绝入境。

影响谁：所有短期停留申根区的非欧盟公民

中国大陆申请人：持申根签证的中国护照持有人入境时同样要登记生物信息；超期停留将被系统直接记录，90/180 天不再靠数印章。

英国技术工人签证技能门槛回升至 RQF 6、薪资门槛上调

UK Skilled Worker skill threshold raised to RQF 6 with updated salary thresholds (HC 997)

英国移民规则修订声明于 2025年7月22日实施：技术工人签证的职业技能门槛回到 RQF 6；RQF 3-5 级职业只有列入扩充的移民薪资清单或临时短缺清单才可申请，且这类职位的新申请人不能带家属；已在该路线内的人有过渡安排。一般薪资门槛现为每年 £41,700 或该职业的通行薪资（取高者）。

影响谁：英国技术工人签证新申请人及其家属

中国大陆申请人：中国申请人以中低技能职位（如部分 IT 支持、餐饮管理）拿英国工签的空间大幅收窄，且 RQF 3-5 级职位不能带配偶子女；学位级职位仍可申请，但须满足更高薪资。

“Skilled Worker applicants must be sponsored for a job in an occupation skilled to Regulated Qualifications Framework ( RQF ) level 3 or above. … Workers sponsored in occupations on either list at RQF levels 3-5 will not be able to bring dependants. This does not apply to occupations at RQF 6 or above … These changes will be implemented on 22 July 2025 as detailed in the implementation section of the accompanying Statement of Changes. … You’ll usually need to be paid the ‘standard’ salary rate of at least £41,700 per year, or the ‘going rate’ for your job, whichever is higher.”

英国 2025 年移民白皮书：收紧技术门槛、定居标准年限拟延至十年

UK Immigration White Paper 2025: Restoring control over the immigration system

英国内政部白皮书提出扩大积分制，把定居（永居）的标准资格期提高到十年，并指出 2020 年起把技术门槛从学位级（RQF 6）降到 A-Level 级后，低技能工作签证大幅增加，政府要让净移民更快下降。

影响谁：英国工作签证、家庭签证、定居（ILR）与入籍

中国大陆申请人：计划经英国技术工人签证「五年转永居」的中国家庭，需要按更长的定居年限与更高门槛重新规划时间线；具体实施以后续移民规则修订为准。

“9. The recent significant increases followed the introduction of new immigration policies in 2020, following the UK’s departure from the EU – a system which made a number of key changes as part of the transition to a single EU/non-EU set of rules, including reducing the overall skills threshold for migration from degree-level (Regulated Qualifications Framework Level 6 or RQF 6) to A-Level-equivalent … We will reform our settlement and citizenship rules by expanding the Points-Based System and increasing the standard qualifying period for settlement to ten years.”

欧盟法院裁定马耳他投资入籍计划违反欧盟法

CJEU rules Malta's investor citizenship scheme contrary to EU law (C-181/23)

欧盟法院于 2025年4月29日就 C-181/23 案判决：马耳他 2020 年起实施的投资入籍计划以预先确定的付款或投资直接换取国籍，构成国籍（及欧盟公民身份）的「商业化」，违反欧盟法与真诚合作原则。

影响谁：马耳他投资入籍及所有欧盟成员国以投资换国籍的做法

中国大陆申请人：以投资直接换取欧盟成员国护照的路径在欧盟法层面被否定；中国申请人应把马耳他入籍视为已关闭或需重新设计的项目，警惕中介继续销售旧模式。

“PRESS RELEASE No 52/25 Luxembourg, 29 April 2025 Judgment of the Court in Case C-181/23 | Commission v Malta (Citizenship by investment) Union citizenship: the Maltese investor citizenship scheme is contrary to EU law … Following an amendment to the Maltese Citizenship Act in July 2020, Malta adopted regulations … which established detailed rules for the acquisition of ‘Maltese Citizenship by Naturalisation for Exceptional Services by Direct Investment’ (‘the 2020 investor citizenship scheme’). … The Court holds that by establishing and operating the 2020 investor citizenship scheme, which amounts to the commercialisation of the grant of the nationality of a Member State and, by extension, of Union citizenship, Malta has infringed EU law.”

Spain abolishes the investor residence (golden visa) route

西班牙以组织法 1/2025 附加条款修改第 14/2013 号创业者法，清空其第 63 至 67 条投资者居留条款；该法于公布三个月后生效。生效前已递交的申请按递交时的规定审理，已获签证与许可在有效期内继续有效，续签按初次获批时的规定办理。

影响谁：西班牙投资居留（黄金签证）新申请人

中国大陆申请人：此前以购房方式申请西班牙黄金签证的中国投资人，新申请渠道已关闭；已持证者续签仍按原规则，但不应再把西班牙当作购房移民目的地规划。

欧盟委员会宣布，1 月 1 日取消内部陆路边境人员检查后，罗马尼亚与保加利亚成为申根区完全成员，在两国的停留一并计入申根短期停留额度。

中国大陆申请人：持申根签证可进入罗马尼亚与保加利亚，在两国的天数同样计入 90/180 天。

自 2024 年 6 月 11 日起，申根签证费成人由 80 欧元上调至 90 欧元，六岁至 12 岁以下儿童由 40 欧元上调至 45 欧元。

中国大陆申请人：中国申请人按新费率缴费；签证中心服务费另计。

“As of 11 June 2024, the fee for a Schengen visa has raised from EUR 80 to EUR 90 for adults and from EUR 40 to EUR 45 for children aged six to below 12 years.”

希腊黄金签证购房门槛上调至 80 万／40 万欧元

Greece raises golden visa real-estate thresholds

希腊以第 5100/2024 号法第 64 条，把阿提卡大区、塞萨洛尼基、米科诺斯、圣托里尼及人口超过 3.100 人的岛屿的最低购房投资从 500.000€ 提高到 800.000€，其余地区从 250.000€ 提高到 400.000€；工业建筑改住宅与历史建筑可按 250.000 欧元申请，所购住宅须至少 120 平方米且禁止短租。

影响谁：希腊购房黄金签证新申请人

中国大陆申请人：中国投资人是希腊黄金签证的主要客源；雅典等热门区门槛翻至 80 万欧且须单套 120 平方米以上、不能做短租，旧有「25 万买房拿身份再短租回本」的算法已不成立。

“Με νομοθετική ρύθμιση (αρ.64, ν.5100/2024), αυξάνεται το όριο ελάχιστης επένδυσης σε ακίνητα για την απόκτηση golden visa από 500.000€ σε 800.000€ σε ολόκληρη την Περιφέρεια Αττικής, την ΠΕ Θεσσαλονίκης, τη Μύκονο, τη Σαντορίνη καθώς και όλα τα νησιά με πληθυσμό άνω των 3.100 κατοίκων, ενώ στις υπόλοιπες περιοχές αύξηση από 250.000€ σε 400.000€. … But for industrial buildings that are converted into housing, and for historic buildings, the minimum threshold is €250,000. … The new rules also require that residential real estate acquired by investors be at least 120 sq.m. and explicitly prohibits its use for short-term rentals.”

Eastern Caribbean CBI Memorandum of Agreement sets US$200,000 minimum price

东加勒比国家组织成员的投资入籍国于 2024年3月公布合作备忘录（MOA），约定任何投资入籍选项的最低价格为 US$200,000，即缴入政府基金、政府项目或私人开发项目的最低金额；并要求信息共享与共同监管标准。

影响谁：安提瓜和巴布达、多米尼克、格林纳达、圣基茨和尼维斯、圣卢西亚投资入籍

中国大陆申请人：此前中介以「打折」「返佣」压低加勒比护照价格的做法被明文禁止；中国申请人实际总成本（含政府费、尽调费）通常高于 20 万美元底价。

“The MOA which was published in March 2024 aims to ensure mutual cooperation, information sharing and adherence to common standards of best practice, and regulatory oversight. With effect from July 01, 2024 , all countries have agreed that the minimum price for any CBI options shall be US$200,000 . This means the minimum sum that will be paid into any government fund, government project or private development project of, or in participating countries shall be US$200,000.”

葡萄牙 Mais Habitação 法取消购房等黄金签证类别

Portugal's Mais Habitação law ends real-estate golden visa routes

葡萄牙住房法已于公布翌日生效：停止受理旧法列出的资本转移及房地产投资路线新申请；生效时已递交、等待决定的申请仍按过渡规则处理。投资居留并未全部关闭，已有许可的续期与家属事项须分别核对过渡条件。

影响谁：葡萄牙投资居留（ARI）新申请人

中国大陆申请人：中国申请人曾是葡萄牙购房黄金签证最大客源；购房类新申请已停止，现存路径以基金、研发、文化等非房产类投资为主，已持证者续签不受影响。

“Artigo 42.º Autorizações de residência para atividade de investimento 1 - Não são admitidos novos pedidos de autorização de residência para atividade de investimento, concedidos ao abrigo do disposto nas subalíneas i), iii) e iv) da alínea d) do n.º 1 do artigo 3.º da Lei n.º 23/2007, de 4 de julho, na redação anterior à entrada em vigor da presente lei, nos termos previstos no seu artigo 90.º-A, a partir da data da entrada em vigor da presente lei. 2 - O disposto no número anterior não prejudica a possibilidade de renovação das autorizações de residência para atividade de investimento quando essas autorizações tenham sido concedidas ao abrigo do regime legal aplicável até à data da entrada em vigor da presente lei. 3 - O disposto no número anterior é igualmente aplicável à concessão ou renovação de autorizações de residência para reagrupamento familiar previstas no artigo 98.º da Lei n.º 23/2007, de 4 de julho. … Lei n.º 56/2023, de 6 de outubro Artigo 55.º Entrada em vigor: A presente lei entra em vigor no dia seguinte ao da sua publicação.”

爱尔兰关闭移民投资者计划（IIP）

Ireland closes the Immigrant Investor Programme

爱尔兰司法部长获政府批准，自次日营业结束起停止接受移民投资者计划（IIP，2012 年设立）的新申请；截至关闭时已在处理中的申请继续审理，已获批的项目与个人不受影响，创业者计划 STEP 继续运作。

影响谁：爱尔兰投资移民新申请人

中国大陆申请人：中国人曾是爱尔兰 IIP 的绝大多数申请人；投资移民路径已关闭，现实替代是关键技能工作许可（CSEP）或创业者计划。

“The Minister for Justice, Simon Harris TD has today obtained approval from Government to close the Immigrant Investor Programme (IIP) to further applications from close of business tomorrow, February 15th 2023. … The Government also operates the Start-up Entrepreneur Programme (STEP), which was established in 2012, as a way for entrepreneurs with an innovative idea to apply for a residence permission in Ireland, and this will continue.”
